In virtualdevice.py, a call to the compiler requires the hp4 number
of stages and primitives per stage as parameters, and these are
currently hard-coded or 'magic numbers'.  Reconfigured hp4 from 5/9 to
5/6 so this file had to be changed accordingly.

To be clear, at some point, this flawed implementation needs attention.
