This prevents stated from rebooting a node when it fails to make
progress from PXEBOOTING/BOOTING. There are occasions when we want
to interrupt an allocated node's reboot to do time-consuming things
such as loading an OS from install media or debugging MFS issues.

Grouped with "cnetwatch_disable" to form a new array of attributes
that are cleared when a node is freed to the reloading experiment.
