[PATCH] genirq: convert the x86_64 architecture to irq-chips

This patch converts all the x86_64 PIC controllers layers to the new and
simpler irq-chip interrupt handling layer.

[mingo@elte.hu: The patch also enables the fasteoi handler for x86_64]
