No sense in burying it in the planning directory

Add flags for not submitted, and submitted but not started

Also, print out totals for the flags and users at the end

Look for 'in progress' grading, grades that are finished but not pushed,
and submissions that were graded by someone else.

Don't commit the score file if it looks like the total line hasn't been
updated

This assumes you have set up some trivial master branch in the local.

Makes GitLab happy; otherwise, without a master branch, it treats the
repo as uninitialized

Show all students, plus both submit dates and graded dates

We don't really care about tags one way or the other, but using "-n"
will ensure there are no spurious errors if students define their own
tags differently and the names collide.

Makes way more sense to move it to be a peer with the actual handouts
