Virtual devices have several class attributes that help
track code and user-supplied rules, including the
'native' or 'user-facing' perspective as well as
the hp4-facing perspective.  Also there is the
'loaded' set of hp4 rules vs. the set of
hp4 rules resulting from user activity
regardless of whether the vdev is loaded.

In several places, bugs / omissions resulted in
inconsistencies between these views.

These bugs have been fixed.
