Added GNUmakefile.in for nse. Default target just prints a message. To

actually build nse, "make buildnse" needs to be done.
make install puts {nse,nseinput.tcl,startnse} in a hardwired path whose base is
currently /usr/testbed/sup/sup/FBSD45-STD/root/ . nse is put usr/local/bin
under the above. nseinput.tcl and startnse are put into etc/testbed
