This turned into a fairly significant overhaul of how users and groups
are managed under Windows.  Perl Win32 API calls are now used in place
of a crufty old MS resource kit executable.  One less thing remote sites
will have to download from Microsoft and install.  Now all we require
is the OS itself and the "devcon" tool.
