Base temporal OSID mapping on the last experiment modify time rather than
on the creation time. This allows you to get an experiment out of an "FOO-STD maps to an old OS" trap by doing a modify on the experiment rather than having to recreate the experiment from scratch. The theory is, that if you want the experiment to stay with the old OS, you either don't modify it or you modify it and fully specify the OS.
