use THISHOMEBASE in more places to name/brand the current install

chuck cranor requested to merge chuck/emulab-devel:ui_usehomebase into master

  1. www/aptui/portal_defs.php: put THISHOMEBASE in html title (will be overwritten by portal_mainsite.php for some sites)

  2. www/menu.php3: "Projects on Emulab" => "Projects on $THISHOMEBASE"

  3. www/projectlist.php3: "Other projects registered on $THISHOMEBASE"
