The use of the constraints system to do image-site verification has a number of problems. First, it doesn't scale well with larger topologies. Second, it is opaque and doesn't provide good feedback about what might be wrong.

We are re-implementing it so that it uses a more context-aware system that can provide useful error messages and which runs more efficiently than the general purpose constraints hammer.
