Add CLIENT install directory definitions to configure and to Makeconf.

These are the dirs to use on the client nodes, and should be used by
client-install targets in various makefiles.

Also add tmcd/common/GNUmakefile.in at the same time so that people do
not see errors config errors before I check it all in.
