Add post-install command to ensure /usr/bin/perl symlink exists.

The latest strategy to make sure /usr/bin/perl exists (which we need since
all our scripts shebang it). Previously, we were just documenting (in our
update and install instructions) that you needed to make this symlink,
but as of the FreeBSD Perl 5.30 port, they have yet again changed the names.
We can no longer symlink to /usr/local/bin/perl5 because they got rid of that!
