This allows us to override ipmitool's default delay between retries.
The default one second delay is too fast for some of the old Wisconsin
Cisco node IPMI implementations in the CIMC. We wind up sending it 2-3
request messages before it can get around to responding to the first one.
This leads to lingering resentment between the CIMC and the power command
and often over time leads to the CIMC failing, or refusing to service,
IPMI requests.

On the "*g1" and "*g2" nodes at Wisconsin, we set this attribute to
three seconds.
