`announce` command nits

@duerig, easy things to fix:

  • check the value given for -p (the portal). I keep using apt when it should be aptlab. Right now the announce command will happily add an entry for apt that will never appear anywhere.
  • the usage message should list the possible (or at least common) values for -s (alert style). Not all of us live and breathe bootstrap. I have to go google it every time I want a red box...
