But, if the red-dot user browses to the manage_profile.php page directly, and clicks instantiate, they are allowed to proceed.

For instance, browse to https://www.cloudlab.us/instantiate.php?project=TCloud&profile=OpenStack-Capnet in red-dot mode ; then use the Admin dropdown to search for profiles with the string 'capnet', and click the resulting profile, and click instantiate, and be happy.
