Collapse 'Steps' in web UI unless filled out

The 'steps' part of the web UI should be collapsed by default, unless the RSpec already has one (also, if the user uploads a new RSpec, it should be expanded). I'd suggest the name 'Tour' rather than 'Steps' - both are kind of opaque, but I think the former might be more meaningful.
