Total rewrite. Now dumps the vlans table instead of the switch. No longer restorable with snmpit -f. Now restore to db first by "load data infile $name replace into table vlans;" and then run vlansync.

mkacct-ctrl.in. Tossed out existing rmacct-ctrl.in and redid it. All
that code has now been flushed.

Changes to snmpit to stop creation/renaming of vlans that already exist, in preparation for vlansync, among other things. Also added vlansync, and made a small change to vlandiff.

hopefully get bigger and reduce the amount of typing that we all
do. I hacked up sched_reload and os_load to use it. Pretty simple to
start with.

I'm not planning to go much further on this until we sync up with the
dbtoir branch since it will just create needless branch merge errors.
