Add a lookup function to find type by name.

Move the initialization of some network agents of assign_wrapper
and into a function here, which is now called from tbprerun.

Oh wait, the line moved, I see Kevin has made changes to
assign_wrapper that I need to pick up.

Added an explicit check for IP addresses using reserved or broadcast IP addresses. Currently, this only checks for addresses which have a host portion with all '0' bits or all '1' bits.

The dividing of the rspecs is complete. There are now two different rspec schemas, one for advertisements and one for requests. I still need to reconcile this new change with tickets. Did some testing, especially on advertisements. Need to excercise the request rspec more.

cleaup pass through the original top generation code. I did not try to
change the logic much (that would be insane). My hope was to improve
all the data structures and get rid of the zillion global variables.
