For use with the Apt control net switches.  Note that this does NOT imply
full support for the PowerConnect 5548.

Also, a little more debug in switchmac.

This commit is intended to makes the license status of Emulab and
ProtoGENI source files more clear.  It replaces license symbols like
"EMULAB-COPYRIGHT" and "GENIPUBLIC-COPYRIGHT" with {{{ }}}-delimited
blocks that contain actual license statements.

This change was driven by the fact that today, most people acquire and
track Emulab and ProtoGENI sources via git.

Before the Emulab source code was kept in git, the Flux Research Group
at the University of Utah would roll distributions by making tar
files.  As part of that process, the Flux Group would replace the
license symbols in the source files with actual license statements.

When the Flux Group moved to git, people outside of the group started
to see the source files with the "unexpanded" symbols.  This meant
that people acquired source files without actual license statements in
them.  All the relevant files had Utah *copyright* statements in them,
but without the expanded *license* state...

Mostly for our latest round of nodes since new switches are not yet part of
the main stack.  However, this is probably a useful feature in general so
that you don't bother to probe old switches where you know nothing is being
added.

1. Redirect to outer emulab XMLRPC server when invoked from an inner
   emulab (as it is from the newnode web page). The XMLRPC server
   constructs the response using the interfaces and wires table
   entries for the nodes in the inner emulab.

2. Changes hardwired "experimental" and "control" strings to libdb
   defs (which are actually different strings, but since no one
   actually looks at that part of the switchmac return, the change is
   not going to bother anyone.

and change the name of a function in snmpit_lib.pm that has also
changed.

information. Rather than pass it all in, which was getting very
cumbersome, and inconsistent between Cisco and Intel switches, the
modules query the database themselves (via a new function in
snmpit_lib.pm).

Also in this commit are two new options for switch stacks - the
ability to specify minimum and maximum VLAN number to use.

Also, allow cisco switch types to be called 'catalyst', since that is
technically a more correct name (ie. there are non-cat Ciscos.)

Also, grab MACs from the control switch(es), too.

the experimental switches. The idea is to be able to auto-detect
where a node has been plugged in, so that we fill out the wires table
without any manual intervention! This is a step towards being able
to automate the adding of nodes.

Has a runtime linear in the number of VLANs on the experimental
switches, so it should run pretty fast on a new testbed, but can
be kinda slow on, say, ours.
