Required major hackery to derive experiment instances using just the node
history. The resulting counts of number of experiment instances and per-
project node hours, etc. don't quite agree with the showsumstats web page.

experiments specific person. You can still search by the uid though,
since that is embedded in the link.

picked genesis. But this change actually has content; we need to
distinguish between classic projects and emulab portal projects
(new projects created via the portal, and used via the portal).  For now
these are distinct until we decide to bring everyone up to the new
interface.

call tc qdisc/class command lines. Had to implement a perl script to get
the current delay parameters cause parsing all that stuff in C is too
much of a pain, sorry Mike. Reshuffle a few things around since we are
now going to install delay-agent and rc.delayagent on linux.
