"new" and explain why.  Temporarily make the papers menu item say "new"
(for about two weeks, I think).

Added WORLDS 04 paper to pubs page.

(was "actually appeared" order).

For now, put it first to reflect writing order and new-ness.
Later, reorder by publishing date.

Added a "COOL" menu option, which puts up a gold star, without
lying. (e.g., for Join Netbed)

New look;
most of the changes are in menu.php3.

A lot of the changes in other files are s/<TD>/<TH>/
for table headers.

Also closed some tags, tweaked some table styles, etc..

No actual functionality should have changed.
