* Most of the changes in GeniCM are simple reorganizations to allow me
  to call into the code from the GeniCMV2 module. This is to avoid
  code duplication as much as possible. Eventually, I will have to
  duplicate the code, but for the moment this works okay.

* I am ignoring the slice_urn argument for now. Will add that later.

Maybe this should be RenewSlice instead? No matter, it is temporary; I
think it will eventually be replaced with the API call that processes
the manifest before StartSliver() is called.

Added owner_urn and target_urn elements to credentials help out the unfortunate ActionScript users...

Wrap all calls to XMLin/XMLout in eval since on error they call die(),
